Eco-TIRAS International Association of River Keepers
Eco-TIRAS is the transboundary (Moldova+Ukraine) association of 51 eco-NGOs working for the sustainable management of joint Dniester River.
Eco-TIRAS International Association of River Keepers (ET) was established as international association of registered NGOs on October 10, 1999. It was 11 NGOs – founders from Moldova and Ukraine. The ET was registered by the Ministry of Justice of Moldova on January 14, 2000. Currently it has 51 NGOs-members with about equal membership from Moldova, Transnistria and Ukraine. Non-involvement in electoral campaigns is proclaimed in the Statutes, and also certified by the State Charity Commission, which granted to ET the State Certificate of public benefit NGO (analogous to Art. 501, 3, c) non-profit status in the US IRC). The Board is composed by 9 members, representing geographically the whole Dniester River basin.
ET together with the Polish NGO ‘Lower Silesian Foundation for Sustainable Development’, Moldovan NGO ‘Habitat’ and Transnistrian ‘Pelican’ initiated the project on development of rural communities along the Dniester River in Moldova. 23 NGO representatives visited Poland and 3 Moldo-Polish projects to implement Polish experience in Moldova were initiated.
In 2004, 2008, 2009, 2010, 2013 ET organised international Dniester River basin conferences with 160-180 participants each, and Dniester NGO forums, with publication of proceedings. They were dedicated to lobbying of the Dniester River basin agreement between Moldova and Ukraine. In 2007, 2009 and 2013-2015 ET organized events for promotion of Integrated Water Resource Management and public participation in water policy development, designed and published the map of the Dniester River basin to promote the river basin approach.
ET organized public hearings of the draft report on the current status of the Dniester River basin. During hearings organized along the Dniester NGOs proposed 150 amendments, 90% of them were accepted. NGOs did a significant input into drafting of Regulations on public participation in Dniester River Commission activities.
In 2008 ET organized in the Parliament of Moldova the round table on Cooperation Between Parliament and Civil Society, where current practices were analyzed and a Strategy for legal improvement of cooperation within the state and civil society was proposed and in 2008 adopted by Parliament. In 2008 ET initiated criminal cases against illegal businesses to protect the Dniester River and compliance against the Government on violation of the right on environmental information.
In 2007-2010 ET realized the project on democratization of the Dniester River governance, on strengthening civil society in Transdniester and a on the integrated management of the Dniester River basin. The other activity realized - monitoring of implementation of the Action Plan „Moldova-EU” concerning environmental duties.
In 2009-2011 ET realized projects on water biodiversity conservation by the way of transboundary cooperation development and on climate adaptation measures for the Dniester region.
To promote IWRM and importance of Dniester River basin IWRM values ET in 2007-2014 organized every year Youth Summer Schools on Dniester which yearly included 70-80 youngsters with equal representation of left and right banks. All these years in summer time there were organized Dniester Festivals and river basin kayak expeditions for secondary school teachers, university students and universities' lecturers from Moldova and Transdniester (the area long time being with Moldova in a frozen conflict conditions).
Because in 2011 in Chisinau the Aarhus Convention Meeting of Parties (MOP4) took place, ET in 2009-2011 used this opportunity to:
• Develop and propose for adoption by the government of the National Aarhus Convention Implementation Action Plan (adopted by Government in 2011) as a result of ET successful compliance to the Convention Compliance Committee against the Government of Moldova
• Prevention of construction of the wastes incineration plant on the territory of Chisinau ET attacked in the Court the decision of the Chisinau Municipality, by which the Council provided investor with land for the construction. Basing on the violation of the Aarhus Convention provision to consult public on the very initial stage of decision making the Court decided to cancel the Municipality decision,
During 2006-2014 ET commented 60 law drafts which significantly influenced on its content. ET in 2008-2011 was presented in the National NGO Council of Moldova, which gave additional tools of influence and lobbying and in civil consultants group under the Environmental Committee of the Parliament, but in 2012-2015 - in the National Participation Council under the Prime-Minister.
ET published 40 books, which are also placed to its website.
ET is a member of Freshwater Action Network, European ECO-Forum, European Environmental Bureau, WECF and INBO. It is presented at the IUCN Law Commission and the IUCN/ESUSG Commission.
The Eco-TIRAS has the triple mission:
i) Promotion of sustainable development in the Dniester basin region, shared by Moldova and Ukraine;
ii) Development of public participation to promote the interests of population of the Dniester River basin in riparian states;
iii) Coordination of activity and support of transboundary cooperation of NGOs inside the sector, with the state, scientific community and population in general.
Registered as non-profit organization
The transparency is realized by publishing the annual reports at the website as welll as regular publishing of data on activities in national newspapers and website.
